Article 31, paragraph 1, clause (d) of the Law on Foreigners and International Protection (Law No. 6458) stipulates provisions for individuals arriving for educational or similar purposes within the framework of agreements to which the Republic of Turkey is a party, or through student exchange programs. Accordingly, short-term residence permits are issued to foreign nationals who come to Turkey under the Erasmus+ or other exchange programs. The "Document Upload System," implemented through an arrangement between the Presidency of Migration Management and the Council of Higher Education, is used exclusively for student residence permit applications; no changes have been made regarding the application procedures for other types of residence permits.
Health insurance is mandatory for all residence permit applications. However, as part of a document-simplification initiative for student residence permits, the existence of health insurance is verified directly through the system; therefore, the submission of a physical health insurance document is not required. Consequently, students requesting a short-term residence permit under Erasmus+ or other exchange programs must submit the complete set of documents—as specified on the website e-ikamet.goc.gov.tr—in physical form to their respective university's international student office.
